Belgium is small, flat, dense and almost entirely covered, which makes it one of the easier countries in Europe to buy data for. The interesting question is not whether you will have signal. It is how little data you can get away with, because the distances are so short that you are rarely navigating for long.
Why Belgium needs less data than you think
Brussels to Bruges is under an hour and a half by train. Ghent to Antwerp is forty minutes. A Belgian itinerary is a series of short hops between compact historic centres you then walk around, and walking around Bruges does not consume data the way a road trip through a large country does.
The practical consequence is that the entry-level plan goes further here than it would in Spain or the United States. Maps for a walkable city centre, train times, a few restaurant lookups and messaging is a light load. People overbuy for Belgium more than for almost anywhere else in Europe.
Coverage itself is close to complete. The rail network holds signal well, including the tunnels under Brussels, and the three networks we roam onto between them leave very little uncovered. The border problem is real here
Belgium is small enough that the borders are never far away, and the Netherlands, France, Germany and Luxembourg are all within easy reach. Phones near a border will sometimes register on the stronger foreign tower rather than the Belgian one, and at that point you are roaming outside your plan.
This matters most on the high-speed rail. Eurostar and the Brussels–Paris and Brussels–Amsterdam services cross national networks repeatedly, and a Belgium-only plan covers only the Belgian portion. If your trip is genuinely multi-country — and a lot of Belgian trips are — a regional Europe plan removes the whole problem.
The networks you actually connect to
