Morocco rewards having a working phone more than most places, and frustrates it in two specific ways: the medinas block signal at street level even in well-covered cities, and the moment you head south over the Atlas the gaps become long. Both are worth planning around rather than discovering.
Cities good, medinas awkward, desert empty
Marrakesh, Casablanca, Rabat, Fez, Tangier and the Atlantic coast are well covered, and the motorway network between them holds a signal throughout.
The medinas are the local exception. The old cities are dense, high-walled and narrow, and signal at the bottom of a Fez alley is often poor even though the city around it is covered. This matters because the medina is exactly where a visitor most needs a map — the Fez medina in particular is famously difficult to navigate, and a live map that stalls at the wrong moment is worse than a downloaded one that does not.
South and east is where it genuinely stops. The Atlas passes — Tizi n'Tichka toward Ouarzazate — have long stretches without signal. The desert routes to Merzouga and Zagora, and the Dades and Todra gorges, are thin to empty. Desert camps generally have no coverage at all, which is usually part of the arrangement rather than a fault.

Not the country, the medina. They are the places where the signal is worst and the navigation is hardest, and an offline map works at the bottom of an alley where a live one will not load.
Second, and practically: arranging transport in Morocco is still substantially a face-to-face negotiation rather than an app in the way it is in Indonesia or the Gulf. Data is useful here for maps, translation and messaging rather than for summoning a car, so the usage pattern is lighter than you might expect.
The networks you actually connect to
In Morocco our plans roam onto Orange Morocco (5G).
